Terms and conditions

These terms and conditions govern the relationship between the Portuguese Association of Urban Planners and anyone who joins the association, pays fees, buys in the shop or registers for events through the website. General use of the site is also governed by the terms of use.

1. Identification

The Portuguese Association of Urban Planners (APU) is the professional association resulting from the merger, on 18 December 2017, of APPLA, APROURB and AUP. The office is at Instituto Superior Técnico, Department of Civil Engineering, Architecture and Georesources, floor 3, office 5.33, Avenida Rovisco Pais, 1049-001 Lisbon.

Contact: telephone +351 218 418 028, Monday to Thursday, from 17:00 to 18:30, and email apurbanistas@gmail.com. The tax identification number and the registration details must be confirmed by APU and added to this section before the final version.

2. Scope

They apply to the services and products offered on the website:

  • joining and maintaining membership, including the payment of fees;
  • access to content, documents and services reserved for members;
  • purchase of products in the online shop;
  • registration for events, training, talks and other initiatives, in person or remote.

The particular conditions of a product, event or membership category, when presented on the relevant record before confirmation, prevail over anything left unstated here.

3. Membership and fees

Admission, membership categories, rights and duties are governed by the statutes and regulations of APU. The website shows the account status and allows fees to be settled when that function is available.

The amount, frequency and exemptions of fees are those approved by the competent bodies and stated in the member area or the membership application. Non-payment may suspend access to reserved services, under the statutes.

4. Online shop

Each product record states what is included, the price and, where relevant, the form of delivery. As these are generally content, publications, digital services or participation in initiatives, delivery is by the means stated at purchase: access in the account, sending by email or making the file available for download.

The order is formed when APU confirms the purchase and the payment is accepted by the chosen means. APU may refuse an order in the event of an obvious pricing error, unavailability or signs of abusive use, with a refund of any amount already collected.

5. Events and registration

The event record states the date, time, place or platform, the price and what the registration includes. Registration is confirmed after payment, where payment is required, or after acceptance by APU, where participation depends on places or on validation.

If APU cancels a paid event, it refunds the registration fee by the same means of payment, unless the registered person prefers to use the amount for a later edition. A change of date or to a remote format is communicated as early as possible. If the registered person cannot take part because of that change, they may ask for a refund.

6. Prices and payment

Prices are those shown on the record, in euro, with the tax information stated there. Payment is made by the means available on the website at the time of purchase. APU treats the obligation as met only after confirmation by the payment provider.

Invoices or equivalent documents are issued with the data given in the account or at checkout. It is for the buyer to confirm that those data are correct.

7. Right of withdrawal

Where a purchase is made at a distance by a consumer, there may be a right to withdraw from the contract within 14 days, under the Portuguese law applicable to distance contracts. That right does not cover, in particular:

  • leisure or training events set for a specific date, where the registration relates to that date;
  • digital content whose performance has begun, with the consumer’s prior agreement and acknowledgement that they lose the right of withdrawal;
  • goods or services made to measure or which, by their nature, cannot be returned.

Outside these cases, the withdrawal request must be sent to apurbanistas@gmail.com before the end of the period. Refunds of payments received are made by the same means, after it is confirmed that the service has not yet been fully provided.

8. Duties of buyers and participants

Anyone who completes a purchase or registration must use the access received only for the contracted purpose, keep the participation details safe and respect the event’s rules of conduct. Transfer of a place to another person depends on APU’s agreement, where the event record allows it.

9. Liability

APU is liable under the law for the services it provides directly. It is not liable for failures of networks, video-conference platforms, payment providers or third-party websites, nor for damage arising from out-of-date information where the source and date are identified.

Published technical content and opinions are informative, unless the record states that they are a specific professional service commissioned from APU.

10. Complaints

Complaints about a purchase, a registration or a fee may be made to the office, by apurbanistas@gmail.com or by the telephone number given. Where the law requires it, APU provides the complaints book, including the electronic format. A consumer may also use the competent alternative dispute resolution bodies and the European online dispute resolution platform.

11. Law and jurisdiction

These terms are governed by Portuguese law. For disputes with consumers, the courts of their domicile are competent, under the law. In other cases, the court of the district of Lisbon is competent, without prejudice to any other mandatory rule.
